1998 collectors edge masters Gold Charles Woodson.. but on the back there is no SN. Is this an error? 

Collector's Edge had a lot of cards without serial numbers that got out after they went bankrupt. Since the one in packs has serial numbering, these ones aren't listed.

Not really. Anything that gets out in aftermarket doesn't have a known print run

As per a conversation with a guy at worked at Collector's edge before and during the bankrupt sale.   A lot of stuff that was not to be sold did get sold or went out the back door.    So no idea what or how much.

This was likely a replacement, intended to replace any SN'd cards that customers may have sent in as damaged when opening packs.  The company would just stamp it with the same SN and send it back.

Definitely this. In fact, a ton of Edge stuff like this made their way into the hobby ca 2000s through Fairfield repack stuff found at CVS and other retail stores. I remember seeing a lot of 2000 Edge Graded stuff in them, plus plenty of stuff marked 'promo' from late 1990s Edge products.
